Gretchen R. H. ("Becky") Vose is the Founding Partner of the Vose Law Firm, and has continuously practiced local government law for the last 51 years. Ms. Vose graduated first in her law school class at the University of Florida College of Law, in 1973. While a law student, she was Senior Class President, Chairperson of the Council of Ten, on the editorial board of the University of Florida Law Review, recipient for three years of a Law Center Scholarship, recipient of the Foundation Press Award, member of the Verdict (law school newspaper) staff, Judicial Intern, and Co-Chairman from the Florida Bar Law Student Division to Young Lawyers Section Bar Review Study Course Committee. Upon graduation, Ms. Vose was tapped for membership in Order of the Coif.

Wade C. Vose

Wade Vose is the managing partner of the Vose Law Firm, and has continuously practiced local government law for the last 21 years. Wade is board certified by the Florida Bar in City, County & Local Government Law, and is rated AV Preeminent by Martindale-Hubbell. Wade is a native Floridian and proud “double Gator”, having graduated with Honors from the University of Florida College of Law.

Wade currently serves as City Attorney for the City of South Daytona, City Attorney for the City of Rockledge, Co-City Attorney for the City of Cocoa Beach, Village Attorney for the Village of Indiantown (Florida’s newest municipality), and Special Magistrate for the City of Satellite Beach.

Throughout his career, Wade has also served as County Attorney for Okeechobee County, City Attorney for the City of Bunnell, Town Attorney for the Town of Pierson, Chief Assistant City Attorney for the City of Deltona, Counsel to the Pinellas County Redistricting Board, Counsel to the Pinellas County County Attorney Oversight Committee, Counsel to the Seminole County Tax Collector’s Office, and Counsel to the Seminole County Supervisor of Elections’ Office, in addition to a range of other specialized representation statewide.

Notably, Wade has served as General Counsel to a total of eight County Charter Review Commissions in five different charter counties, including the Pinellas County Charter Review Commission (2015-2016, 2023-2024), the Brevard County Charter Review Commission (2015-2016), the Clay County Charter Review Commission (2018), the Alachua County Charter Review Commission (2019-2020), and the Orange County Charter Review Commission (2011-2012, 2015-2016, 2023-2024). In fact, Wade is the only attorney, other than former Orange County Mayor and U.S. Sentator Mel Martinez, to serve as General Counsel to the Orange County CRC more than once.

Among his many additional honors, Vose has been named to the SuperLawyers Florida Rising Stars list, named "Businessman of the Year" by the Apopka Area Chamber of Commerce, and named one of Central Florida's 40 most influential people under 40 by the Orlando Business Journal.

Wade is a dedicated and loving husband to his wife, Jennifer Vose, and proud father of his three girls: Emily - age 18, Isabella - age 15, and Olivia - age 13.

Nancy Ann Stuparich

Nancy Stuparich joined the Vose Law Firm with more than 30 years of legal experience. Nancy currently serves as Town Attorney for the Town of Fort Myers Beach and joint City Attorney for the City of St. Pete Beach. She has previously served as City Attorney for the City of Naples. Early in her legal career, Nancy worked as a trial court law clerk for several judges at the 10th Judicial Circuit where she reviewed complaints and pleadings filed with the court, prepared legal memoranda, and drafted orders as directed. She assisted with two complex cases of interest: Mobil Oil Corporation v. State of Florida (sovereignty land case) & State of Florida v. SH Oil & Gas Corporation (securities fraud case). Thereafter, she worked at the Second District Court of Appeal for the Honorable Judge John Scheb where her responsibilities included preparing legal memoranda, reviewing appellate briefs and pleadings, presenting oral argument waived cases to panels of three appellate judges, assisting in drafting, and proofing appellate opinions.

Paul Waters

Paul Waters is a partner with the Vose Law Firm, and is rated AV Preeminent by Martindale-Hubbell. Paul serves as City Attorney for the City of Bunnell, as City Attorney for the City of Neptune Beach, and as an assistant city/county attorney for each of the firm’s other local government clients. Since joining the firm in 2022, Mr. Waters has handled most of the firm’s appeals, including a recent victory after oral argument before the Sixth District Court of Appeals that upheld the validity of the City of Naples’ fertilizer ordinance. This ruling paves the way for other local governments to maintain clean water free from harmful pollutants that cause algae blooms, fish kills and pose human health risks. In addition, Mr. Waters successfully defended a petition for writ of certiorari challenging a city’s decision to deny a development permit application. He also litigates other permit denial cases and code enforcement lien foreclosures.

Mr. Waters has a wealth of government legal representation experience, having held various supervisory legal and executive positions within the Florida Department of Business and Professional Regulation (DBPR) over an eleven-year period. He served as Deputy Secretary, which is the Agency’s most senior position in charge of regulating almost one million licensees and 20 of the State’s largest regulatory boards, many that directly impact local governments, including the Construction Industry Licensing Board, the Building Code Commission, the Building Code Administrators Board, and the Real Estate Commission just to name a few.

As Deputy Secretary, Mr. Waters often testified before legislative committees and met daily with legislators and senior gubernatorial staff to resolve complex policy and legal issues. In addition, Mr. Waters served as Deputy General Counsel, which is the lead attorney in charge of seventy prosecuting attorneys and support staff which prosecuted thousands of cases annually before the Agency’s boards and the Division of Administrative Hearings. He also served as the Executive Director of the Florida Athletic Commission, which oversaw all professional boxing and MMA events held in the State, many of which were major televised events including the sanctioning of the reality television show “The Ultimate Fighter.”

Finally, Mr. Waters served as the Agency’s informal hearing officer for a contentious casino license denial case. The case made its way to the Florida Supreme Court, which upheld Mr. Waters’ decision and legal analysis.

After leaving DBPR and prior to working for the firm, Mr. Waters served three years as General Counsel for a national transportation company, which was the second largest government contractor for the United States Post Office. In that role, he oversaw regulatory compliance with federal and state departments of labor and departments of transportation arising from over 2,000 employees and 1,500 tractor trailers. Mr. Waters settled lawsuits involving wrongful termination for alleged discrimination, alleged retaliatory firings of whistleblowers, and allegations of hostile work environment. He was instrumental in the dismissal of a Department of Justice investigation involving alleged unpaid fringe benefits and wages. Finally, Mr. Waters managed outside insurance attorneys defending the company in truck accident lawsuits, some of which involved fatalities.

After graduating the University of Central Florida with a Bachelor of Arts (BA) degree in Legal Studies from the University of Central Florida, Mr. Waters served as an environmental and zoning code enforcement officer for Volusia County where he enforced one of Florida’s first sea turtle lighting ordinances that “darkened” almost 36 miles of Volusia’s beachfront, a very controversial program at the time. It was that experience of presenting cases before Volusia County’s Code Enforcement Board that led Mr. Waters to attend law school at the Florida Coastal School of law, where he received the degree of Juris Doctor.

Mr. Waters is licensed in Florida and Texas (inactive), and he is a member of the Middle District of Florida’s Federal Court Bar. He is also a member of the Volusia County Bar Association. While not working, Mr. Waters enjoys spending time outdoors with his wife and 16-year-old son surfing, fishing, and jogging.

Garrett Olsen

A native of Central Florida, Garrett is an Attorney for the Vose Law Firm and is an integral part of the firm’s local government practice. Garrett currently serves as General Counsel for two independent special districts, the Sun 'N Lake of Sebring Improvement District, and the Barefoot Bay Recreation District, and an assistant city attorney for the each of the firm’s local government clients. Garrett has previously served as the Board Attorney for the Okeechobee County Construction Industry Licensing Board and Okeechobee County Planning Board. Garrett regularly advises municipalities and counties on a range of legal issues, including representing numerous city and county boards during public and quasi-judicial hearings, as well as through all related civil and appellate litigation.

Garrett received his Bachelor of Arts in Economics and Philosophy from the University of South Florida in Tampa, Florida. He then went on to earn a Juris Doctor and Certificate in Environmental, Natural Resources, & Land Use Law from the Florida State University College of Law. During his time at Florida State, Garrett focused primarily on litigation, land use, and environmental courses. Garrett built on this area of focus as a summer associate with one of Central Florida’s most respected law firms during both of his law school summers. However, it was not until Garrett worked as a law clerk for the City of Tallahassee that he became inspired to apply his litigation and land use skills to a local government focused practice.

Following a litigation practice at one of Florida’s largest civil litigation firms, Garrett found his home at the Vose Law Firm. Garrett now counsels local government clients in numerous areas, including representation in trial and appellate litigation, advising boards on substantive and procedural issues during public hearings and workshops, and training staff with an eye to avoiding litigation in the first place. Garrett enjoys the fast-paced, collaborative nature of local government representation and strives to deliver outstanding client-centered legal services to the firm’s clients.

When he is not rooting on his South Florida Bulls or Florida State Seminoles, Garrett enjoys cooking, enjoying the outdoors at a golf course or on the water, and spending time with his fiancé, friends, and family.

Stephanie Velo

Stephanie Velo is an Attorney with Vose Law Firm LLP. Ms. Velo graduated cum laude from the University of Florida Levin College of Law and was among the first class of UF Law graduates to obtain a Real Estate and Land Use Law Certificate. As a law student, she received a President’s Scholarship for three years in a row and an Environmental and Land Use Law J.D. Fellowship, based on her dedication to public service. She also served as teaching assistant for Legal Writing, general board member of the Journal of Technology Law and Policy, and student coordinator for the 24th and 25th annual Public Interest Environmental Conference.

In law school, Ms. Velo discovered her love for local government, land use, and environmental law. While pursuing her legal education, she assisted clients with drafting conservation easements through UF Law’s Conservation Clinic. She also interned at Alachua Conservation Trust, where she drafted real estate contracts and conservation easements. Ms. Velo’s work with conservation easements sparked an interest in public interest environmental work, and she went on to serve as a judicial intern at the Division of Administrative Hearings in Tallahassee, Florida, where she had the opportunity to assist Administrative Law Judges with land use and permitting cases.

Stephanie currently represents the Town of Oakland Town Commission, Planning and Zoning Board, and Appearance Review Board, and serves as a Hearing Officer for Orange County, where she hears appeals of citations for utility violations. Stephanie also serves as Assistant City Attorney for the Cities of Naples, Cocoa Beach, Anna Maria, Daytona Beach Shores, South Daytona, and Brooksville, Assistant Village Attorney for the Village of Indiantown, and Assistant County Attorney for Okeechobee County. Stephanie has gained extensive litigation experience while representing the City of Naples in challenges to ordinances and development approvals, and currently represents Monroe County in code enforcement related matters.

Chloe Berryman

Chloe Berryman is an Attorney with Vose Law Firm LLP. Chloe currently serves as the Board Attorney for the Okeechobee County Code Enforcement Board, the Brooksville Planning and Zoning Commission, and as a Hearing Officer for Orange County, where she hears appeals of citations for utility violations. Chloe also serves as and deputy city/county attorney for the each of the firm’s local government clients.

A Florida native, Chloe received her Bachelor of Science in Psychology from the University of Central Florida, graduating cum laude with University Honors and Honors in the Major. She later graduated cum laude from the University of Florida Levin College of Law where she was elected to the Order of the Coif upon completion of her studies. As a law student, Chloe received the President’s Scholarship for three years. She served in several roles, including Teaching Assistant for Legal Writing and Appellate Advocacy, Research Assistant, and Vice President of the Criminal Law Association. Chloe also gained practical experience as a Certified Legal Intern for the law school’s Intimate Partner Violence Assistance Clinic. Additionally, Chloe served as managing member of the Florida Law Review, where she produced a Note which was selected for publication.

Chloe began her legal career at a litigation-focused firm, where she developed strategies tailored to the unique needs and facts of each case. She gained extensive litigation experience before ultimately joining the Vose Law Firm. Chloe now represents local government clients in trial and appellate litigation and serves as counsel for numerous municipal and county boards during public and quasi-judicial hearings. She regularly advises clients on a wide range of legal issues, including guiding and representing clients in union-related matters before the Public Employees Relations Commission (PERC) and providing advice to boards on substantive and procedural issues during public hearings.

Chloe has previously served as counsel to the 2024 Okeechobee County Canvassing Board and as Deputy General Counsel for both the 2024 Orange County Charter Review Commission and the 2024 Pinellas County Charter Review Commission. These roles provided her with valuable experience in advising local government bodies on intricate legal and procedural matters.

Outside of the office, Chloe spends her free time paddleboarding, hiking, and camping. She also enjoys quality time with her husband, family, and friends.
